(Hebe) 'Frozen Flame' Hebe is a cute, compact tender shrub best suited for year round interest in zones 8-10. In colder climates Hebe 'Frozen Flame' is a beautiful annual option. The blue gray and white leaves take on a deep plum color in winter and early spring. As the weather gets colder the color intensifies with the bright sun. In early summer, large blue flowers appear on this variegated evergreen shrub. Hebe form a 2 foot by 3 foot mound when planted in the ground.
